Of all the things that the Parish Council has to deal with, nothing causes more controversy and upset than planning matters.
The Parish Council is a Statutory Consultee on almost all planning applications and consultations. Your Parish Council has a very good record over the last 20 years of standing up for the community. At the present time the Parish Council is debating the merits of a Neighbourhood Plan.
A Neighbourhood Plan is not compulsory but once adopted becomes a Statutory Plan that fits in with National and Local Planning Policy but only concerns a local community or Neighbourhood.
This is usually a community project but one in which the Parish Council acts as a catalysis and enabler. If we decide that it is appropriate for us to produce a Neighbourhood Plan for our parish, we will need to consult with everyone and involve as many people and organisations as possible.
A Neighbourhood Plan could:
Help to decide where the next development takes place in the parishes. Help to protect open spaces and views. Help to define the character and importance of our locality. Inform policy makers at a higher level or our development goals for our parish.
So far, the Parish council has researched the process for creating a Neighbourhood Plan.
It typically requires a committee of 8 or 10 people and up to two years to produce a Plan.
Grants of around £10,000 are available to pay for professional help and expenses.
We have contacted our neighbouring parish councils and they are in the process of deciding whether they want to be involved in such a project.
We would have to embrace some development within the scope of the plan.
The plan would have to be revised when more general planning policy changes.
The Parish Council is undecided about the about the pros and cons of developing a Neighbourhood Plan but would support a community group if one was to emerge.
If you are interested in being part of a community group to develop a Neighbourhood Plan, then please attend the open meeting on 30th March at 7.30pm by Zoom. If 10 or more people commit to a bona fide group, the Parish Council will arrange with a training agency to provide an online training session as a first step.
