1 member of the public attending the meeting and noted that it was the Community Speedwatch 10th Anniversary. Andrew Short stated that an application had been made for the necessary training but he did not think that West Mercia Police were doing this at the moment.

Mr Richard Davey took the chair for this item and Mr Short and Mr Waide left the room. Councillors agreed that a comment would be made concerning this matter as follows. Please note the exact wording was finalised by the clerk the following morning and agreed by councillors by email:
The Flyford Flavell, Grafton Flyford and North Piddle Parish Council has no strong views on this application and defers to the conservation officer's advice about the heritage value of the 'privy'.
Councillors also discussed application 24/00849 . Comment on this application had been deferred as the consultation process had not been fully implemented. See previous minutes. The consultation notice and letters had now been sent out and the parish council agreed to submit the following comment.
The Flyford Flavell, Grafton Flyford and North Piddle Parish Council does not object to this application but has some concerns:
The visibility splays to the access to Church Lane do not appear to be well defined on the block plan and the parish council would like further consideration to be given to this detail;
The parish council has assessed this application in accordance with its Bodiversity and Environmental Policy and would ask that a condition be made to provide suitable bird and bat boxes as deemed appropriate by the ecology officer;
The parish council would also ask that a Construction Phase Environmental Management Plan be required by condition to ensure that the ecology of the site is protected and neighbours and the community are not unduly inconvenienced by the works and deliveries.

Councillors expressed some concerns about this application as the site was in danger of becoming over developed and development of the day time trade was competing directly with the café in the village. However, on balance councillors wished to support local business and agreed to support both applications.

Councillors discussed a number of issues concerning this application and agreed to object to the proposal. The exact wording was left to the clerk and a full comment was agreed by email the following morning:
The Flyford Flavell, Grafton Flyford and North Piddle Parish Council opposes this application for the following reasons:
The parish council considers an extra 63 houses annexed to the village of Upton Snodsbury to be over development. It is also mindful of the pending application for 25 houses off Chapel Lane. The present village of less than 400 people will increase by a disproportionate amount, putting pressure on all the services and amenities of the area;
The parish councils along the A422 from Spetchley to Inkberrow have teamed up to express concerns about road safety on the A422 following numerous accidents and concerns expressed by residents. A large increase in population will exacerbate safety issues on the road.
The Flyford Flavell, Grafton Flyford and North Piddle Parish Council is concerned about traffic implications on its own parish road network. The villages of Flyford Flavell and North Piddle are already used as rat runs for traffic coming to and from the north east and this development is likely to increase that trend. Grafton Flyford is also a common route to the north of the county to Droitwich and these roads are not engineered to take further volumes of traffic;
The primary school at Upton Snodsbury has a finite capacity and is well subscribed. Similarly, the primary school at Flyford Flavell is also well subscribed and is unlikely to be able to absorb any increase in the local population. Both schools are restricted by geography in terms of being able to physically expand;
The parish council has concerns that the local health care infrastructure will not be able to cope with a rapid increase in population. The Pershore GP surgeries are already over subscribed and hospital provision is at its limit;
The parish council has had experience with a small development in Flyford Flavell in the past 10 years where insufficient capacity in the electricity supply has required calor gas to be supplied for heating. This would not now comply with the parish council climate change policies and it is difficult to see how green energy can be provided for a development of this size in the area;
Similarly, the parish council has reservations about the provision of water and sewage treatment in a low lying, flat area where the only discharge is the Piddle Brook.
The parish council is aware that Wychavon lacks a five year land supply at present and this puts pressure on the council to approve otherwise unwanted housing schemes. The parish council is aware that the emerging SWDP has a different approach to housing development, aiming to concentrate development into four major blocks. The new SWDP is due for adoption later this year and the parish council considers that this application should be refused or determination deferred until after the new policy is adopted as new more appropriate opportunities for development will open up;
Regardless of the categorisation of Upton Snodsbury as a sustainable village the parish council considers that modern lifestyles have not been taken into account in such considerations. Supermarket and other companies such as Amazon make increasingly frequent deliveries to rural locations, often delivering small packages on a daily basis. This undermines the sustainability of rural areas and adds considerably to stress on the climate. Such considerations should be a salient planning consideration in these instances.
